Opt-Out Links are generated when a Mailer/Affiliate/Publisher download the Suppression File from a campaign. The Opt-Out Links are unique to each Mailer in each Campaign.

So the steps for a mailer to receive their opt-out link are as follows:

1. Create Opt-Out List.
2. Create a Campaign and assign it to the Opt-Out List.
3. Add Mailers to that Campaign, this will create a Mailer Access Key which is used to download the Opt-Out List.
4. The Mailer will then log in to that Access Key and download the Opt-Out List. 
5. A unique Opt-Out Link is then generated for that individual mailer.

If you would like to have an Opt-Out Link for internal purposes, simply set up yourself as a Mailer and follow the above process.
