Domain Blacklisting (DBL) Sites are known for keeping the specifics of their processes around identifying and flagging domains fairly confidential.  The result is that there is no certainty about the exact method used by (DBL) sites and the set of guidelines they follow.  However, many of the methods used to blacklist and delist a domain are automated.  As a result of this automated approach, it is not uncommon that a domain is blacklisted by a DBL site and then a few hours later it is delisted.  When this is done automatically, with no intervention from the domain owner, it is usually the result of the domain meeting certain thresholds set by the DBL site that it is no longer considered a Spam threat.  

In situations where the domain is not delisted automatically and you would like to take action to have it removed from a DBL, the best thing to do is to reach out to the DBL site and request the domain to be delisted.  Many of the sites have a "Removal from DBL" process that allows you to submit a request directly from their website.  This process will typically provide you with information regarding why a domain was blacklisted and what steps need to be done to have it delisted.

Another option at your disposal when an Opt-Out Domain appears on a DBL site is to simply replace the comprised domain.  Even if the blacklisted domain does get delisted (either automatically, or by your intervention) using a new domain can be beneficial because it does not have any DBL history.
