Also known as Opti-Sync, this feature is only available in Network/Agency accounts and allows you to connect to another SUPPRESS account at a Suppression List level.  The benefit for Networks who work with Advertisers that use SUPPRESS are the following: 

1. Streamlined Suppression List Management: when a Network is connected to another SUPPRESS account, their Publishers will always get the most up-to-date Suppression List when it is downloaded - eliminating the need to update the Advertiser's Suppression List.  Since the Network/Agency is connected directly to the Advertiser's account, the network has access to the latest Opt-Outs from ALL the Advertiser's partners who are running the same offer.

2. No Additional Storage Fees - when a Network/Agency sets up a Linked List they don't have to host the Advertiser's Suppression List in their account.  Since the Network is connected to the Advertiser's account at a Suppression List level the data never leaves the Advertiser's account, so the Network's billing is not impacted.
